About this opportunity
The Health Resources and Services Administration is soliciting applications for the Telehealth Centers of Excellence program through a limited-competition cooperative agreement with an application deadline of July 8, 2026. Eligibility is restricted to the two current Telehealth Centers of Excellence award recipients operating successful telehealth programs in public academic medical centers.
Total available funding is eight million five hundred thousand dollars, with two cooperative agreements expected to be awarded at four million two hundred fifty thousand dollars each over a five-year period of performance from September 1, 2026, through August 31, 2031.
Recipients must implement at least 20 high-quality, evidence-based telehealth projects annually addressing chronic conditions, nutrition, primary care, mental or behavioral health, maternal and child health, or emerging technologies including artificial intelligence. The center must staff a dedicated team including a project director (minimum 25 percent FTE with at least eight years telehealth experience), deputy director (minimum 20 percent FTE), project manager, core data analysis and research teams, technical writer, and communications specialist.
Key deliverables include project summaries and reports, training protocols, state templates, peer-reviewed publications, policy briefs, webinars, and a redesigned public website serving as a centralized hub for sharing project information and resources. Recipients must report quarterly progress, annual performance metrics, and federal financial reports, with a final sustainability plan due by month six of year three. The program requires collaboration with HRSA-funded Telehealth Resource Centers and other programs while aligning with Make America Healthy Again priorities and HRSA's strategic objectives.
Place of performance includes rural and underserved communities served by participating academic medical centers. CFDA 93.467 applies.
Synopsis
The Telehealth Centers of Excellence program will support academic medical centers in implementing and evaluating innovative telehealth solutions in rural and underserved communities. These centers will serve as national models by testing concepts and creating proven approaches that expand access to care and improve health outcomes and can be replicated nationally.
