About this opportunity
The Technology Gateway Program (TECHGATE), administered by the Department of State's Bureau of Cyberspace and Digital Policy, seeks a single implementer to facilitate large-scale cyber and digital technology knowledge transfer to eligible foreign governments. The cooperative agreement aims to promote trusted American digital solutions that advance U.S. foreign policy and national security objectives by supporting technology procurement and implementation. Key technology assistance categories include fundamental hardware solutions, virtual infrastructure, cybersecurity solutions, digital telecommunications components, and artificial intelligence enablement. Eligible applicants include U.S.-based non-profit organizations (501(c)(3) and 501(c)(6)) and for-profit businesses with demonstrated capacity in international technology infrastructure and capacity-building. The program will evaluate applicants based on their ability to assess partner capability gaps, identify technology requirements, procure and deliver hardware/software, and provide comprehensive sustainability roadmaps. The application deadline is August 29, 2025, at 11:59 PM ET, with a submission cutoff for questions having already passed.
The anticipated award is a cooperative agreement valued up to $25 million, with a three-year performance period beginning in September 2025. The implementer will be expected to develop a technology acquisition process within six months of award and provide comprehensive support including procurement, deployment, installation, and technical knowledge transfer to recipient countries. The program targets low and middle-income countries, focusing on building international digital capabilities and advancing secure, interoperable technology ecosystems. Performance will span global regions, with a primary objective of helping recipient countries develop skills in requirements identification, procurement, logistics, deployment, and technology configuration. The initiative is part of the Cyberspace and Digital Policy Federal Grant Program (CFDA 19.665) and aims to counter Chinese technology subsidization by providing an alternative pathway for technology adoption.
