About this opportunity
The U.S. Department of Labor, on behalf of the U.S. Department of Education, is soliciting applications to develop, implement, improve, or expand comprehensive performance-based compensation systems (PBCS) or human capital management systems (HCMS) for teachers, principals, and school leaders, with particular emphasis on high-need schools. Eligible applicants include local educational agencies (LEAs), State educational agencies (SEAs), the Bureau of Indian Education, tribal governments, nonprofits, and for-profit organizations, either individually or in partnership. Applicants must satisfy two absolute priorities: developing or improving PBCS/HCMS through collaboration with educators and the public, and concentrating activities on high-need schools (defined as 50 percent or more low-income enrollment). Selection will be based on four criteria totaling 100 base points: project need (10 points), quality of project design (35 points), quality of the management plan (35 points), and adequacy of resources (20 points), with up to 20 additional competitive preference points available for State educational agency-led projects or those advancing meaningful learning opportunities. The application deadline is June 9, 2026, with intergovernmental review required by August 30, 2026.
Approximately $60 million is available for this competition, with individual awards ranging from $500,000 to $8.5 million (average of $4.3 million) for up to 36-month performance periods, with approximately 20 awards anticipated. All applicants must provide matching funds equal to 50 percent of the grant amount from non-Federal sources. Projects may be renewed for an additional 24 months upon demonstration of effective fund use. Performance periods extend up to 36 months with potential continuation, and activities will be carried out primarily within high-need schools at the applicant's designated locations.
Synopsis
The Employment and Training Administration at the U.S. Department of Labor (Labor) is soliciting applications in support of the administration of the Teacher and School Leader Incentive Program (TSL) program on behalf of the U.S. Department of Education (ED). The purpose of the TSL program is to assist States, local educational agencies (LEAs), and nonprofit organizations to develop, implement, improve, or expand comprehensive performance-based compensation systems (PBCS) or human capital management systems (HCMS) for teachers, principals, or other school leaders (especially for teachers, principals, or other school leaders in high-need schools) who raise student growth and academic achievement, support workforce readiness, and close the achievement gap between high- and low-performing students. In addition, a portion of TSL funds may be used to study the effectiveness, fairness, quality, consistency, and reliability of PBCS or HCMS for educators.Grant application reviewers will award competitive preference points to projects or proposals that will be carried out by State educational agencies grantees. This priority aligns to the Administration"s efforts to ensure Federal education dollars empower states to best meet their teachers" and students" needs. Applicants can also receive competitive preference points for projects or proposals that are designed to advance meaningful learning, including high-quality and proven interventions that will directly benefit student learning outcomes.
