About this opportunity

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the Department of State seeks applications from qualified organizations to implement a program strengthening specialized law enforcement and judicial capacity in Bosnia and Herzegovina, with applications due August 6, 2026. This is a single cooperative agreement with a total funding ceiling of $550,000 and an application range of $500,000 to $550,000.

Eligible applicants are 501(c)(3) nonprofit organizations, higher education institutions, and other nonprofit entities. Cost share is recommended but not required. Applicants must obtain a Unique Entity Identifier (UEI), maintain active SAM.gov registration, submit only one proposal per organization, and comply with Leahy Amendment vetting requirements under Section 620M of the Foreign Assistance Act.

The program operates under CFDA 19.703 (Criminal Justice Systems) with a performance period of 30 to 36 months beginning September 2026. The program targets the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS), focusing on prosecutorial and judicial capacity in organized crime and corruption cases.

Five key objectives structure the work: enhancing operational abilities through targeted training in financial investigations, asset recovery, and digital evidence; strengthening international cooperation and U.S. prosecutor linkages; reinforcing judicial integrity and accountability; enhancing law enforcement integration; and reviewing and proposing amendments to organized crime legislation. Technical assistance, mentoring partnerships with U.S. prosecutors, and institutional and legal reforms are required activities.

Evaluation criteria are weighted as follows: project analysis and design (50 points), program monitoring and risk (25 points), institutional record and capacity (10 points), and cost effectiveness (15 points). Questions are due July 6, 2026.

Synopsis

The Bureau of International Narcotics and Law Enforcement Affairs (INL) of the U.S. Department of State seeks applications from qualified organizations to implement a program aimed at enhancing the operational capacity of the Specialized Departments for Organized Crime and Corruption in the Federation of Bosnia and Herzegovina (FBiH) and Republika Srpska (RS). Bosnia and Herzegovina sits along the "Balkan route" for drug and weapons trafficking, and BiH-based criminals are key members of powerful transnational criminal organizations (TCOs) that cooperate with global cartels, launder hundreds of millions of dollars through BiH, and rely on corruption and weak judicial capacity to evade accountability. This program will address critical gaps in prosecutorial expertise, interagency coordination, and international cooperation by strengthening the capacity of FBiH and RS Specialized Department prosecutors and judges to effectively investigate, prosecute, and secure convictions in complex organized crime and corruption cases. Through targeted technical assistance, mentoring partnerships with U.S. prosecutors, and institutional and legal reforms, the program will degrade TCO networks that threaten U.S. security, undermine governance, and destabilize a key European partner.
