About this opportunity

The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to strengthen Global Health Security in the Democratic Republic of the Congo, with applications due August 14, 2026. The CDC anticipates awarding approximately $10 million in Year 1 funding across four cooperative agreements, structured as five-year periods of performance with five 12-month budget periods.

Eligible applicants include state and local governments, institutions of higher education, nonprofits with or without 501(c)(3) status, for-profit organizations, foreign entities, tribal organizations, and special district governments. Organizations meeting defined local partner criteria—incorporation, ownership, and staffing in the DRC—receive a 15-point funding preference.

Funding is divided across four components with separate ceilings: Component 1 (Core Global Health Security Priorities) capped at $2.5 million, Component 2 (Rapid Small-Scale Outbreak Response) at $5 million, Component 3 (Rapid Large-Scale Outbreak Response) at $10 million, and Component 4 (Emerging Infectious Disease Threats) at $10 million. Component 1 is expected to fund initially; Components 2, 3, and 4 are approved but unfunded pending future fund availability. Applicants must apply for all four components with separate budgets and work plans.

The program aims to improve prevention of avoidable epidemics, enhance early detection and characterization of emerging public health threats, and strengthen capacity for rapid response to infectious diseases and international public health threats. Required activities include supporting laboratory testing capacity, expanding electronic disease surveillance, providing technical guidance for Field Epidemiology Training Program activities, training rapid response teams, and providing logistical support during outbreaks. Work is performed in the Democratic Republic of the Congo.

Applications must include a 60-page project narrative addressing background and approach (40 points), evaluation and performance measurement plan (35 points), and organizational capacity (25 points), along with organizational charts, resumes, financial capability statements, and work plans. Award notifications are expected by end of August 2026, with projects beginning September 30, 2026. Post-award requirements include evaluation and performance measurement plan submission within six months, annual performance reports, and bi-annual expenditure reporting.
