About this opportunity

The Department of Health and Human Services Centers for Disease Control and Prevention is soliciting cooperative agreement applications to strengthen Uganda's global health security capacities through local partnerships, with applications due August 14, 2026 at 11:59 p.m. Eastern Time.

Eligible applicants include state and local governments, institutions of higher education (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, tribal governments (federally and non-federally recognized), special district governments, and foreign entities. Organizations meeting the local partner definition receive a 15-point funding preference on the merit score.

The CDC expects to make 1–3 awards with total Year 1 funding of $15 million across five 12-month budget periods over a five-year performance period. Component 1 (Core Global Health Security Priorities) carries a $5 million ceiling and is expected to be initially funded. Components 2–5 (rapid response for small-scale outbreaks, large-scale outbreaks, emerging infectious disease threats, and humanitarian emergencies) have ceilings of $10 million, $15 million, $15 million, and $20 million respectively and may be approved but unfunded pending future availability. Work is performed in Uganda.

The program addresses gaps identified in Uganda's 2023 Joint External Evaluation, focusing on health emergency management, human resources and workforce development, national laboratory systems, surveillance, border health security, and support for public health programs. Required activities include establishing a national border health program, operationalizing a functional electronic platform, and expanding the National Integrated Surveillance System to link surveillance, laboratory, notification, emergency response, reporting, and workforce tracking data.

Merit review allocates 35 points to background and approach, 40 points to evaluation and performance measurement plan, and 25 points to organizational capacity. Recipients must dedicate approximately 5–10 percent of funding to monitoring, reporting, and evaluation. The expected award and start date is September 30, 2026. This opportunity is funded under CFDA 93.318 (Protecting and Improving Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security).
