About this opportunity
The Centers for Disease Control and Prevention is soliciting applications for a cooperative agreement to strengthen Sierra Leone's public health system capacity to identify, respond to, and mitigate infectious disease threats, with applications due October 2, 2026 at 11:59 p.m. Eastern Time and an expected award start date of October 30, 2026.
Eligible applicants include state and county governments, institutions of higher education (public and private), nonprofits with and without 501(c)(3) status, for-profit organizations, small businesses, and foreign entities capable of conducting project activities in Sierra Leone. No cost share is required. The CDC expects to award approximately $3,000,000 in total Year 1 funding across approximately three awards, structured as five consecutive 12-month budget periods for a five-year period of performance.
Component funding is tiered: Component 1 (Core Global Health Security Priorities) carries a $1,000,000 ceiling and is expected to be funded initially; Component 2 (Rapid Small-Scale Response) is capped at $10,000,000; Component 3 (Rapid Large-Scale Response) at $15,000,000; and Component 4 (Emerging Infectious Disease Threats) at $20,000,000. Components 2 through 4 are approved but unfunded pending future availability. Work is performed in Sierra Leone with emphasis on five strategies: improving laboratory capacity and diagnostics, scaling emergency response actions, strengthening data integration for disease detection, expanding public health workforce capacity, and supporting health system strengthening.
Merit review allocates 35 points each to background and approach and organizational capacity, and 30 points to the evaluation and performance measurement plan. A local partner funding preference—15 additional points—applies to organizations meeting specific ownership, staffing, and governance criteria within Sierra Leone. Recipients must align with CDC values regarding conflicts of interest, diversity and inclusion, and parental rights, and comply with 2 CFR 200 and HHS Grants Policy Statement requirements.
The Assistance Listing is 93.318 (Protecting and Improving Health Globally: Building and Strengthening Public Health Impact, Systems, Capacity and Security).
