About this opportunity

The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to strengthen global health security through improved public health capacity to detect, notify, and respond to disease outbreaks globally, with applications due August 14, 2026.

Eligible applicants include state and local governments, 501(c)(3) and non-501(c)(3) nonprofits, higher education institutions (public and private), for-profit organizations, small businesses, special district governments, independent school districts, public or Indian housing authorities, city/township and county governments, tribal governments (federally recognized and non-federally recognized), and unrestricted applicants. The program prioritizes building locally-owned health systems in 29 specified countries across Africa, Asia, Latin America, and the Caribbean aligned with CDC's Division of Global Health Protection bilateral offices.

Year 1 total funding is $24 million, with 4–8 awards expected. Component 1 (Core Global Health Security Priorities) has a ceiling of $3 million per recipient; Components 2–5 are designated as approved but unfunded baseline reserves ranging from $5 million to $20 million for emergency responses. This is a cooperative agreement requiring substantial CDC involvement in project implementation and oversight, with expected award and start date of September 30, 2026. The period of performance is one to five years.

Applicants must submit five separate budget components, work plans, an evaluation and performance measurement plan incorporating CDC's Division of Global Health Protection FY26 standard indicators across eight technical areas, and a data management plan. Project narrative is limited to 60 pages with up to 90 pages of attachments. Merit review allocates 35 points to background and approach, 30 points to the evaluation and performance measurement plan, and 35 points to organizational capacity. Synopsis

This Notice of Funding Opportunity (NOFO) seeks to build upon activities funded by CDC to support Global Health Security (GHS) through implementation of programs and activities that focus on protecting and improving health globally through partnerships with Ministries of Health and other governmental institutions. This NOFO will build on lessons learned from the global COVID outbreak and other significant public health events. After ten years of implementing and strengthening global health security systems, the U.S. Government (USG) will continue to advance strategies to prevent, detect, and respond to public health threats. This NOFO's main outcomes are to: 1) Improve prevention of avoidable epidemics including naturally occurring outbreaks and intentional or accidental releases of dangerous pathogens; 2) Improve ability to rapidly detect threats early, including detecting characterizing, and reporting emerging biological threats; 3) Responding rapidly and effectively to public health threats of international concern.
