About this opportunity

The Federal Emergency Management Agency is soliciting applications for the State Border Security Reinforcement Fund (SBSRF), a grant program supporting state and local border security initiatives, with applications due September 17, 2026, at 5:00 PM ET. The program does not establish an award ceiling or floor; award amounts are flexible and will be determined during review.

Eligible applicants are State Administrative Agencies (SAAs) only. SAAs must distribute funds as subawards to eligible local governments, including county sheriff's offices, state police units, local emergency management agencies, detention facilities, and regional task forces. Cost sharing is not required. No indirect costs are allowed; management and administration costs are capped at 2 percent of awards.

The program authorizes $9.985 billion across 1 to 50 anticipated awards. The period of performance runs from January 20, 2021, through September 30, 2034, permitting retroactive reimbursement for eligible activities completed since January 20, 2021, and forward-looking projects through 2034.

Four activity categories are eligible: construction or deployment of border walls, barriers, or buoys along the southern border; ground preparation at or near land borders to enable barrier construction and maintenance; detection and interdiction of illicit substances and aliens who unlawfully entered and committed federal, state, or local crimes; and relocation of unlawfully present aliens from population centers to other domestic locations.

Subrecipients must demonstrate active coordination with U.S. Immigration and Customs Enforcement (ICE) or U.S. Customs and Border Protection (CBP) through task force participation or 287(g) program involvement. Recipients must comply with environmental and historic preservation reviews, Build America, Buy America Act requirements for infrastructure projects, federal procurement standards, and submit quarterly financial and performance reports. The program is authorized by the One Big Beautiful Bill Act of 2025 (Public Law 119-21).
