About this opportunity

The State Apprenticeship Expansion Formula Round 4 (SAEF4) grant program, administered by the Department of Labor's Employment and Training Administration, seeks to expand Registered Apprenticeship programs across eligible states and territories through formula-based funding. Eligible applicants include all 50 states, the District of Columbia, and territories with more than 100 active apprentices as of fiscal year 2025. Key requirements include establishing statewide Registered Apprenticeship expansion goals by industry sector and occupation, dedicating a specified percentage of SAEF4 funding to direct support for apprentices and programs in state-identified industries, and leveraging at least 50 percent of base funding allocation from non-federal sources. State Apprenticeship Agencies must additionally publish average program approval times on a public website and commit to making program registration decisions within 30 days. The application deadline is May 26, 2026, at 11:59 PM ET, with submissions required through Grants.gov, and inquiries may be directed to SAEF4-TEGL@dol.gov.

The total funding available under SAEF4 is approximately $85 million in formula grants, with state allotments ranging from $561,761 (Wyoming) to $8,287,068 (California), allocated through a performance-based formula providing a $500,000 base to each eligible state with remaining funds distributed 50 percent by active apprentices and 50 percent by average share of new apprentices across fiscal years 2023-2025. The period of performance is 36 months beginning July 1, 2026, and grant funds may support hiring apprenticeship navigators and registration staff, streamlining registration procedures, developing programs in targeted industries including AI infrastructure, nuclear energy, and shipbuilding, and providing supportive services up to 15 percent of grant funds. Grantees must submit quarterly performance reports including the ETA 9173, ETA 9179, and ETA 9130 forms tracking apprentice enrollment and expenditures throughout the performance period.
