About this opportunity

The National Endowment for the Humanities (NEH) Division of Federal/State Partnership is accepting applications for State and Jurisdictional Humanities Councils General Operating Support Grants (CFDA 45.129), with an application deadline of April 6, 2026, at 11:59 p.m. Eastern Time. Eligible applicants are limited to independent, nonprofit 501(c)(3) state and jurisdictional humanities councils that tailor their grantmaking and programs to address the needs and interests of their respective states or jurisdictions. Applicants must submit comprehensive documentation including an SF-424 Application for Federal Assistance, budget information forms, and three key attachments: a five-page Annual Plan addressing activities, partnerships, funding strategies, evaluation methods, and governance; a detailed Budget Justification; and, if applicable, an Explanation of Delinquent Federal Debt. Evaluation will be conducted by NEH staff and independent reviewers, with the National Council on the Humanities advising the NEH Chairman, who makes final funding decisions based on the council's annual plan and performance reports. Projects must commence between November 1, 2026, and May 1, 2027, with a five-year period of performance during which funded activities must occur in years one through three, followed by closeout activities in years four and five.

Approximately 56 grants and supplements will be awarded, with individual award amounts determined by Congressional appropriations and NEH's statutory funding formula; historical awards have ranged from $200,000 to $3,000,000. All applicants are subject to a mandatory one-to-one cost sharing requirement, though a $200,000 waiver is available to councils in American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands. Grant funding must be expended during the first three years of the performance period, and award notifications are anticipated in October 2026, with federal award documents to follow in November 2026. Services and programs will be performed in the respective state or jurisdictional locations of the humanities councils, extending NEH-funded projects and strengthening the agency's connection to local communities nationwide.
