This standing announcement solicits proposals from tribes, tribal organizations, or tribal consortia seeking one-time development grants to create plans to directly administer Title IV-E foster care, adoption assistance, or guardianship assistance programs. Up to five grants between $150,000 and $300,000 will be awarded for a 24-month period to fund activities associated with developing case review systems, foster care licensing standards, data collection systems, cost allocation methodologies, financial controls, or other requirements for an approvable Title IV-E plan. Applications will be evaluated based on demonstrated need, proposed approach, organizational capacity, budget and resources, and plan for timely submission of a Title IV-E plan. Successful applicants must use grant funds for costs related to developing an approvable Title IV-E plan and submit their completed plan within 24 months.
