About this opportunity
The Department of Energy's National Nuclear Security Administration is soliciting applications for cooperative agreements to facilitate regional engagement between state government representatives and DOE's Office of Storage & Transportation on radioactive materials transportation planning, with applications due September 30, 2026 at 6:00 p.m. Eastern Standard Time. DOE anticipates awarding four cooperative agreements totaling up to $6.8 million—one per region (Eastern, Midwestern, Southern, Western)—at approximately $1.4 million to $1.7 million per award over five years, funded in annual tranches of up to $340,000 per recipient. Cost sharing is not required.
Eligible applicants include domestic institutions of higher education, for-profit organizations, nonprofits, state and local governments, and Indian Tribes as prime applicants; foreign entities and FFRDCs may serve as subrecipients only. Performance period runs November 1, 2026 through September 30, 2031, with all work performed in the United States.
Recipients must establish and manage regional committees of state representatives to serve as primary DOE points of contact; convene two regional committee meetings annually (one coordinated with DOE's National Transportation Stakeholders Forum); provide logistical support; participate in policy evaluation, infrastructure assessments, and site visits; develop communications materials; maintain regional websites; and collaborate with Tribal governments. Deliverables include committee member contact information within 30 days of start, meeting summaries within 45 days, quarterly progress reports, annual feedback on support services, and electronic copies of all work products. Travel beyond the approved budget requires DOE preapproval submitted 30 days in advance, with approval decisions within three business days. Supplemental program tasks may be proposed annually at least 60 days before each federal fiscal year.
Evaluation criteria are equally weighted: Expertise (50%), Key Personnel (30%), and Conformance to Statement of Objectives (20%). Anticipated award notification is October 22, 2026. The opportunity is assigned to CFDA 81.121, Nuclear Energy Research, Development and Demonstration.
