About this opportunity

The Department of State Bureau of International Narcotics Law Enforcement is soliciting applications for a cooperative agreement to provide technical assistance and travel logistics coordination to law enforcement and criminal justice agencies across Argentina, Brazil, Chile, Paraguay, and Uruguay combating transnational criminal organizations and foreign terrorist organizations, with applications due August 17, 2026. This is a single-award opportunity with a $500,000 ceiling over 24 months beginning September 2026.

Eligible applicants are U.S. and foreign-based non-profit organizations, educational institutions, and for-profit organizations that have demonstrated experience implementing similar programs and possess proficiency in Spanish, Portuguese, and English. Applicants must hold a Unique Entity Identifier and active SAM.gov registration.

No cost share is required. All costs must comply with 2 CFR 200 cost principles, with indirect costs calculable via Negotiated Indirect Cost Rate Agreement or de minimis rate up to 15% of modified total direct costs. The award covers personnel costs, airline tickets, ground transportation, lodging, travel advances, health and travel insurance, interpretation and translation services, event management, and database management. Recipients must maintain monthly cash flow of $50,000 to $100,000 USD and identify and recruit speakers, subject matter experts, trainers, and interpreters across the five target countries using scalable staffing models.

Key performance objectives include ensuring 95% on-time delivery of travel arrangements and reducing administrative burden on INL staff. Recipients must submit Leahy Vetting documentation at least 60 calendar days prior to commencing activities to the U.S. Embassy in the implementation country. INL retains approval authority over annual work plans, travel plans, expenditures, event planning, activity changes, and the Monitoring and Evaluation Plan. Applications must include a proposal narrative (maximum 20 pages in 12-point Times New Roman), performance monitoring plan, risk analysis, timeline, organizational and staffing information, and detailed budgets with narratives. This opportunity falls under Assistance Listing 19.705, Trans-National Crime.
