Eligible applicants include U.S.-based and foreign-based nonprofit organizations, educational institutions, and for-profit entities that demonstrate experience implementing similar capacity-building programs and possess fluency in Spanish, Portuguese, and English. Applicants must register in SAM.gov with a Unique Entity Identifier.
The award ceiling is $500,000 with a 24-month performance period beginning September 2026. Work occurs across Argentina, Brazil, Chile, Paraguay, and Uruguay.
The recipient assumes full responsibility for 16 distinct activities: travel document procurement, travel advances, airline ticket purchasing, health and travel insurance, interpretation and translation services, ground transportation, lodging arrangements, event management, meals and refreshments, e-ticket tracking, monthly reimbursements, unused funds settlement, database management, background checks for travelers, exceptional circumstance support, and customer service.
Technical evaluation assesses travel management system quality (40 points), program monitoring and risk management (20 points), institutional capacity and record (25 points), and cost effectiveness (15 points). Applicants must submit SF-424 and SF-424A forms, a detailed proposal narrative with performance monitoring plans and risk analysis, and comply with federal cost principles and Leahy Amendment vetting requirements. Financial records must be maintained for three years.
