About this opportunity

The National Institutes of Health seeks applicants for the Seed Instrumentation Support (SIS) Program to fund purchase of a single commercially available biomedical research instrument currently unavailable at the applicant institution, with applications due July 1, 2028. No indirect costs are allowed, and the program does not require cost sharing.

Eligible applicants include higher education institutions (public and private), nonprofits (including 501(c)(3) and non-501(c)(3)), for-profit organizations, state and local governments, tribal organizations (federally and non-federally recognized), special district governments, and independent school districts. Foreign organizations and non-domestic components of U.S. organizations are ineligible. The program provides preference to low-resource institutions (R15-eligible institutions receiving less than $6 million annually in NIH funding).

Award ceiling is $400,000; minimum award is $50,000. The program makes one-year awards for instrument purchase only. Eligible instruments include mass spectrometers, cell sorters, bioimagers, DNA and protein sequencers, microscopes, 3D printers, and high-performance computers dedicated solely to biomedical research. Instruments must be placed in shared-access core or shared resource facilities with an Advisory Committee governing operations, access, and maintenance planning.

Applications must demonstrate at least two NIH-funded users, with at least one from the applicant institution, whose research projects will collectively represent preponderant use of the instrument. The Instrumentation Plan must address justification of need, technical expertise, research projects, administration and management, institutional commitment, financial planning for five-year maintenance and operations, letters of support, and an itemized vendor quote with academic discounts. Institutions must commit to long-term operational and maintenance support consistent with the instrument's expected useful lifetime.

Evaluation addresses need for the instrument, technical expertise in the requested technology, advancements to research projects when novel technology is available, administration of instrument usage, and institutional support for long-term maintenance. Applications receive peer review followed by advisory council review.

The program operates under CFDA 93.310 (Trans-NIH Research Support) and CFDA 93.351 (Research Infrastructure Programs), with participation from the Office of Research Infrastructure Programs, National Institute on Aging, National Institute of Allergy and Infectious Diseases, and Office of Data Science Strategy. Subsequent application deadlines are July 1, 2027, and July 1, 2029, with earliest start dates of September 25, 2026, September 25, 2027, and September 25, 2028.

The minimum award is $50,000. While there is no limit on the total cost of the instrument, the maximum award is $400,000.
