About this opportunity
The U.S. Department of State's Bureau of International Narcotics and Law Enforcement Affairs is seeking organizations to enhance Mexican law enforcement and prosecutorial capabilities through a cooperative agreement. The project aims to improve the effectiveness of Mexican frontline law enforcement and prosecutors, particularly those working with U.S.-supported vetted and special units, by addressing critical gaps in evidence handling, report writing, and legal interoperability. Key objectives include providing targeted training and capacity building to ensure legal standards are met during operations, reduce impunity, and disrupt transnational criminal networks. Eligible applicants include U.S. and Mexico-based non-profit organizations and educational institutions, with evaluation likely focusing on proposed methodology for improving cross-border law enforcement collaboration and judicial effectiveness. The application deadline is March 13, 2026, with an anticipated project start date of April 2026.
The grant opportunity offers up to 4 awards totaling $4,000,000, with individual awards ranging from $1,000,000 to $1,500,000. The project performance period is expected to be 12-24 months, focusing on enhancing law enforcement's ability to conduct legal detentions and seizures and strengthening prosecutors' capabilities to review case files and secure convictions for cartel-related crimes. The primary place of performance will be in Mexico, specifically targeting frontline law enforcement and prosecutorial teams working with U.S.-supported vetted and special units. This initiative is part of the Criminal Justice Systems Federal Grant Program (CFDA 19.703) and directly supports U.S. national security interests by improving legal and operational capabilities in combating transnational criminal networks.
