About this opportunity

This federal grant opportunity from the Department of State Bureau of International Narcotics and Law Enforcement Affairs seeks applicants to implement a project advancing participation of women in Salvadoran security institutions. Eligible applicants include U.S.-based non-profits and educational institutions to assess and address systemic barriers preventing women from entering the Salvadoran National Police Academy and pursuing security careers. The project aims to increase acceptance of women within the Salvadoran National Civil Police and attractiveness of security careers by identifying obstacles and promoting a more representative security sector. Applications will be evaluated based on the applicant's understanding of barriers facing women, strategy for recruitment and retention, and monitoring and evaluation plan. Applications are due December 1, 2023.

The anticipated award is one cooperative agreement valued between $1.5-2 million administered over 36 months beginning January 2024. The project will work with Salvadoran security institutions and provide small grants to directly remove barriers to recruitment and retention of women, reduce societal biases, and mitigate barriers through targeted assistance programs. Performance will take place in El Salvador through partnerships with Salvadoran organizations.
