About this opportunity

The Bureau of International Narcotics and Law Enforcement Affairs announces a cooperative agreement to advance participation of women and other underrepresented persons in Salvadoran security institutions. Applicants will assess and address systemic obstacles preventing inclusion in the National Police Academy and National Civil Police, encourage increased underrepresented group applications through public campaigns, and enable participation through individual grants. Appendices provide optional templates for monitoring, risk, and budget plans. Applications are due December 1, 2023.

The anticipated award is between $1,500,000-$2,000,000 for a three-year period of performance starting in January 2024, to be used for assistance related to citizen security for Salvadoran women under the Trans-National Crime program number 19.705. The total available funding is $2,000,000 from the Department of State Bureau of International Narcotics and Law Enforcement Affairs under the Central America Regional Security Initiative.

Synopsis

The Bureau of International Narcotics and Law Enforcement Affairs of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to advance participation of women and other underrepresented persons in Salvadoran security institutions. The purpose of this project is to assess and address systemic obstacles to women entering the National Police Academy (ANSP) and starting a career as a police officer; to encourage increased applications by underrepresented groups for appointment to the PNC through public communications campaigns; and to enable underrepresented groups to participate through targeted grants that address individual obstacles to public service careers in the security sector.
