About this opportunity

The Department of State Bureau of Near Eastern Affairs (U.S. Embassy Tunis) seeks applications for the "Safeguarding U.S. Critical Minerals Supply Chains–Tunisia" cooperative agreement by September 2, 2026, to mobilize private-sector investment in phosphate development and establish long-term mineral supply chains; one award of $1,000,000 to $1,536,511 is anticipated.

Eligible applicants are U.S. and U.S.-aligned for-profit companies, not-for-profit organizations, educational institutions, and public international organizations. All applicants must obtain a Unique Entity Identifier and register with SAM.gov. Applicants must demonstrate at least five years of experience in international mining transactions, private equity, or project finance; expertise in commercial diplomacy and legal framework development; capability in embedding U.S. technical standards; and North African or Tunisian contextual expertise. Pre-award coordination with program officers is mandatory.

The program funds an 18–24 month initiative providing Economic Support Funds under the Foreign Assistance Act with an anticipated October 1, 2026 project start date. The cooperative agreement will involve substantial U.S. government involvement. Program objectives include mobilizing over $100 million in U.S. private capital to secure a 30–40% American equity stake in PhosCo Ltd's phosphate development in Tunisia's Northwest Mineral Basin, generating $15–25 million in U.S. equipment exports, and optimizing downstream mineral processing to meet international standards.

Applications must include mandatory federal forms (SF-424, SF-424A, SF-424B), a 10-page proposal, detailed budget and justification, logic model and theory of change, results monitoring plan, and security and risk mitigation documentation. Evaluation criteria are strategic alignment and program impact (30 points), commercial diplomacy and export generation (25 points), private capital mobilization (20 points), institutional capacity and key personnel (15 points), and monitoring, evaluation, and sustainability (10 points), with budget compliance assessed as pass/fail. An informational webinar is scheduled for August 17, 2026, at 11:00 AM EST; RSVP required by 9:00 AM EST that day.

CFDA 19.600. Place of performance is Tunisia.
