About this opportunity

The Department of State Bureau of Near Eastern Affairs seeks applicants for a cooperative agreement to fund the "Safeguarding U.S. Critical Minerals Supply Chains–Tunisia" commercial diplomacy initiative, with applications due September 2, 2026. One award of $1,000,000 to $1,536,511 is anticipated, with an 18–24 month performance period beginning October 1, 2026.

Eligible applicants include U.S. and U.S.-aligned for-profit companies, not-for-profit organizations, educational institutions, and public international organizations. Applicants must demonstrate five years of experience in critical minerals, private equity transactions, or project finance; proven coordination with U.S. government agencies on commercial diplomacy; technical capability in embedding U.S. equipment standards; and North African contextual expertise.

The program aims to mobilize over $100 million in U.S. private capital to secure a 30–40 percent American equity stake in PhosCo Ltd phosphate development in Tunisia's Northwest Mineral Basin, while generating $15–25 million in U.S. equipment exports and supporting 75–125 U.S. manufacturing jobs. Work supports transparent, private-sector-led investment in phosphate development, optimization of downstream mineral processing to meet international standards, and strengthened trade and investment links between trusted partners and Tunisia, advancing Tunisia's economic development and export capacity.

Applications must include mandatory federal forms (SF-424, SF-424A, SF-424B), a 10-page proposal, detailed budget with justification, logic model and theory of change, results monitoring plan, and security and risk mitigation plan. Successful applicants must dedicate at least 3 percent of total budget to monitoring, evaluation, and learning activities. Cost-sharing from non-federal sources, including in-kind contributions and donated equipment or space, is encouraged.

Evaluation criteria are strategic alignment (30 points), commercial diplomacy and export generation (25 points), private capital mobilization (20 points), institutional capacity and key personnel (15 points), and monitoring and evaluation (10 points).

The program is funded under CFDA 19.600, Economic Support Funds.
