About this opportunity

The Health Resources and Services Administration is soliciting applications to build new or strengthen existing healthcare networks in the Northern Border Region, with an application due date of July 10, 2026. Approximately 18 awards ranging from $0 to $100,000 each will be made from a total of $1,800,000 in available funding. This program has no cost share requirement.

Eligible applicants are domestic public or private nonprofit and for-profit organizations, including faith-based and community-based organizations, tribes, and tribal organizations located in Maine, New Hampshire, New York, or Vermont that serve HRSA-designated rural areas within the Northern Border Region. Applicants must form healthcare networks comprising at least three separately-owned provider organizations with at least 66% physically located in qualifying rural areas and must demonstrate capacity to serve rural populations. Applicants must consult their State Office of Rural Health and Northern Border Regional Commission before applying.

The period of performance runs from September 30, 2026, to September 29, 2027. The Rural Northern Border Region Network Planning Program (RNBR-NP) uses network development as a strategy for linking rural healthcare stakeholders together to overcome local challenges, expand access, and improve care quality.

Merit review criteria include need (45 points), response (20 points), resources and capabilities (15 points), impact (10 points), performance reporting and evaluation (5 points), and support requested (5 points). Funding preferences are available for organizations new to HRSA Federal Office of Rural Health Policy funding and for applicants serving Health Professional Shortage Areas or Medically Underserved Communities or Populations.

This opportunity is assigned to CFDA 93.619 (Rural Health Limited Geographic Areas: Delta, Appalachian Region, and Northern Border Region). Awardees must submit annual performance reports through Electronic Handbooks and a centralized program outcomes reporting system.
