About this opportunity

The Health Resources and Services Administration (HRSA) is seeking planning grants to support rural communities in building partnerships and foundational capacity for developing comprehensive substance use disorder (SUD) and opioid use disorder (OUD) service systems. Eligible applicants include domestic public and private entities, nonprofits, faith-based organizations, tribal governments, and for-profit organizations operating in HRSA-designated rural areas. Core requirements include establishing a network of at least four distinct organizations by Year 1, submitting letters of support from at least two network partners, completing community needs assessments, and developing multi-stakeholder action plans for SUD service delivery; notably, funds cannot be used for direct service delivery. Merit review evaluation criteria allocate points across Need (20 points), Response (30 points), Performance Reporting and Evaluation (10 points), Impact (15 points), Resources and Capabilities (15 points), and Support Requested (10 points), with additional priority points awarded to organizations not previously funded by RCORP. The application deadline is May 29, 2026, at 11:59 p.m. ET, with an expected award start date of September 1, 2026.

HRSA plans to distribute $4,000,000 in total program funding across 40 grants, with each award valued at $100,000 structured as two 12-month budget periods from September 1, 2026, through August 31, 2028. Key personnel requirements include a Project Director (minimum 0.25 FTE), Data Coordinator, Learning Collaborative Point of Contact, and Network Coordinator. Projects must be performed in HRSA-designated rural service areas across the United States, with at least 50% of network organizations located within the target rural community by the end of Year 1. Recipients must comply with 2 CFR Part 200 audit requirements and participate in an HRSA-funded learning collaborative throughout the project period.

Synopsis

Rural Communities Opioid Response Program (RCORP)-Planning supports organizations in rural communities to build the partnerships and foundational capacity needed to develop, implement and sustain a comprehensive system of substance use disorder (SUD) and related services. RCORP"s focus is on opioid misuse and its impact on rural America. However, HRSA recognizes that people who misuse opioids often struggle with other substances as well, including alcohol. Individuals struggling with SUD, including opioid use disorder (OUD), need a continuum of mental, behavioral, and related social supports. RCORP-Planning helps address these needs in a comprehensive way. This program is intended for rural communities that may find the logistics or requirements of larger, more complex federal grant programs to be barriers to accessing start-up support. Funding will serve as a critical first step to creating SUD service systems that make care easy to access, strengthen the behavioral health workforce, and have strong community buy-in. It will help prepare communities to provide sustainable prevention, treatment, recovery, and other supportive services that:reduce substance use initiation and misuse, address the mental, behavioral, and psychosocial needs of people who use illicit substances or misuse alcohol, or are in recovery from substance use problems, andreduce disease and death related to substance use problems, including OUD, in high-risk rural communities. The intent of this program is to fund planning activities only. Funds may not be used for direct service delivery.
