About this opportunity

The Department of Energy Office of Nuclear Energy is soliciting information, comments, feedback, and recommendations to determine which capabilities supporting research, training, and technology demonstration hold the highest priority for the nuclear energy research community, with responses due annually in April as of the most recent modification issued April 3, 2024.

This is a Request for Information (RFI) for market research purposes and does not commit the government to any contract or award. Eligible respondents include small businesses, public and private higher education institutions, 501(c)(3) and non-501(c)(3) nonprofits, and state governments. Responses must be submitted at NEUP.gov per attached instructions.

The RFI seeks input on critical research capabilities, priority research and education equipment, preferred award structures such as consortia and partnerships, gaps in nuclear research infrastructure, and timing preferences for funding opportunity announcements. Infrastructure recommendations should address capabilities most critical to supporting DOE's strategic goals: enabling continued operation of existing nuclear reactors, deployment of advanced nuclear reactors, and development of advanced nuclear fuel cycles.

Specific annual submission deadlines include May 15, 2023, for the 2024 grant year, with subsequent deadlines in April for following grant years. Respondents may provide continuous input beyond the stated deadlines. This RFI is issued under the Federal Acquisition Regulation and serves to inform future competitive solicitations under CFDA 81.121 (Nuclear Energy Research, Development and Demonstration), which historically distributes $5.66 billion across cooperative agreements, project grants, and block grants supporting university research, infrastructure development, and workforce education in nuclear energy.
