About this opportunity
The Department of Agriculture Rural Utilities Service is seeking qualified private, non-profit entities to apply for grants to capitalize revolving funds for water and wastewater project financing. The program will provide grants to organizations capable of establishing loan funds that can offer short-term financing up to $200,000 (or 75% of a project's total cost) for predevelopment costs, equipment replacement, and small-scale service extensions in rural water and wastewater systems. Applicants will be evaluated using a comprehensive scoring system with up to 145 possible points, assessing factors such as organizational experience in loan servicing (30 points), contribution percentage (20 points), work plan comprehensiveness (40 points), and goal definition (15 points). Eligible applicants must be private, nonprofit organizations with no delinquent federal debt, maintain active System for Award Management (SAM) registration, and demonstrate expertise in managing revolving loan funds. The application window is open from July 9, 2025, to August 7, 2025, with electronic submissions required through Grants.gov by 11:59 p.m. Eastern Time.
The grant opportunity offers approximately $1 million in annual funding, with an anticipated award date of September 30, 2025. Loan repayment terms are set at a maximum of 10 years, and recipients are expected to focus on projects that consider energy efficiency, resiliency, and water reuse technologies. Applicants must comply with a 20% cost-sharing requirement and be prepared to provide detailed project proposals, work plans, budgets, and supporting organizational documentation. The program targets rural areas and communities, with considerations given to factors such as population, low income, unemployment, and existing health and sanitary conditions. Successful grantees will be required to maintain detailed financial records and submit audit reports in accordance with federal guidelines.
