About this opportunity
The Department of State Bureau of Counterterrorism is soliciting applications for a single cooperative agreement to provide specialized explosive ordnance disposal, counter-improvised explosive device, and post-blast investigation training and equipment to security forces in Iraq, Lebanon, and Gulf Cooperation Council member states, with an application deadline of July 20, 2026 at 10:00 AM EST.
Total available funding is $3.65 million with a 24-month performance period beginning September 30, 2026. One award will be made. Eligible applicants include U.S. and foreign not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations. Applicants must demonstrate prior experience providing EOD training to foreign security forces, access to certified EOD instructors, established protocols for explosives handling, ability to obtain necessary licenses and permits, understanding of Near East regional security dynamics, and capability to operate in complex security environments. A Unique Entity Identifier and valid SAM.gov registration are mandatory.
Program implementation occurs in Iraq, Lebanon, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates. Applicants should design modular, flexible programs allowing post-award country selection based on in-country conditions, with final beneficiary units and locations determined during implementation in coordination with the CT Bureau and relevant U.S. Embassies. The program addresses the threat of unexploded ordnance from Iranian ballistic missiles and unmanned aerial systems being repurposed for attacks against U.S. facilities and regional critical infrastructure.
Applicants must comply with International Traffic in Arms Regulations and Export Administration Regulations, implement Leahy Law vetting for all training and procurement activities, and adhere to Chief of Mission security protocols. Proposals may not exceed 12 pages and must include detailed budget justification, performance monitoring plan with at least three CT-wide standard indicators, logic model, and theory of change as separate attachments. Review criteria weight program quality and feasibility (30 points), organizational capacity (20 points), program planning and outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The award falls under CFDA 19.701 Global Counterterrorism Programs.
Synopsis
Following Iran's widespread use of ballistic missiles and unmanned aerial systems (UAS) throughout the Near East region during the 2026 conflict, there remains a significant and persistent risk of unexploded ordnance (UXO) falling into the hands of malign actors who could repurpose these materials to carry out attacks against U.S. facilities, critical infrastructure, and civilian soft targets, a phenomenon known as "explosive harvesting." The proliferation of UXO, combined with the technical sophistication of Iranian-origin explosive materials, presents an acute threat to regional stability and U.S. national security interests. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized explosive ordnance disposal (EOD), counter improvised explosive device (C-IED), and post-blast investigation training and equipment to security forces in Iraq, Lebanon, and Gulf Cooperation Council (GCC) member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates). This program will strengthen the capabilities of foreign governments, including Iraqi security forces, Lebanese Armed Forces (LAF), Lebanese Internal Security Forces (ISF), and GCC member state security services, to identify, render safe, disarm, and properly dispose of UXO and other explosive materials. The program will also enhance post-blast investigation capabilities to support attribution efforts and prosecution of perpetrators who attempt to weaponize these materials. This project will safeguard against attacks being carried out against U.S. facilities and soft targets using these materials.
