About this opportunity
The U.S. Department of State Bureau of Counterterrorism is soliciting applications for regional explosive ordnance disposal operations in the Near East, with an application deadline of July 15, 2026. This single cooperative agreement awards up to $3,946,719 in FY26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds over an anticipated 24-month performance period beginning September 30, 2026.
Eligible applicants include U.S. and foreign not-for-profit organizations, public and private educational institutions, for-profit organizations, and public international organizations. Applicants must demonstrate previous experience providing explosive ordnance disposal or counter-improvised explosive device training to foreign security forces, access to certified EOD instructors, established protocols for handling explosive materials, ability to obtain necessary licenses across multiple countries, understanding of Near East security dynamics, and compliance with International Traffic in Arms Regulations and Export Administration Regulations. All organizations must obtain a Unique Entity Identifier and maintain active SAM.gov registration.
The program strengthens Iraqi security forces, Lebanese Armed Forces, Lebanese Internal Security Forces, and Gulf Cooperation Council member state security services (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates) to identify, render safe, disarm, and properly dispose of unexploded ordnance and other explosive materials resulting from Iranian-origin ballistic missiles and unmanned aerial systems deployed during the 2026 conflict. The program also enhances post-blast investigation and forensic analysis capabilities to support attribution and prosecution efforts.
Applicants must submit the SF-424, SF-424A, and SF-424B forms plus a proposal not exceeding 12 pages addressing program design, organizational capacity, project methods, logic model, theory of change, performance monitoring plan, timeline, key personnel, project partners, budget justification, and risk analysis. Evaluation criteria weight quality and feasibility of the program idea (30 points), organizational capacity and previous grant performance (20 points), program planning (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). Questions must be directed to videlai@state.gov by June 29, 2026. The program falls under CFDA 19.701, Global Counterterrorism Programs.
Synopsis
Following Iran's widespread use of ballistic missiles and unmanned aerial systems (UAS) throughout the Near East region during the 2026 conflict, there remains a significant and persistent risk of unexploded ordnance (UXO) falling into the hands of malign actors who could repurpose these materials to carry out attacks against U.S. facilities, critical infrastructure, and civilian soft targets, a phenomenon known as "explosive harvesting." The proliferation of UXO, combined with the technical sophistication of Iranian-origin explosive materials, presents an acute threat to regional stability and U.S. national security interests. The Bureau of Counterterrorism (CT) of the U.S. Department of State announces an open competition for organizations to submit applications to provide specialized explosive ordnance disposal (EOD), counter improvised explosive device (C-IED), and post-blast investigation training and equipment to security forces in Iraq, Lebanon, and Gulf Cooperation Council (GCC) member states (Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates). This program will strengthen the capabilities of foreign governments, including Iraqi security forces, Lebanese Armed Forces (LAF), Lebanese Internal Security Forces (ISF), and GCC member state security services, to identify, render safe, disarm, and properly dispose of UXO and other explosive materials. The program will also enhance post-blast investigation capabilities to support attribution efforts and prosecution of perpetrators who attempt to weaponize these materials. This project will safeguard against attacks being carried out against U.S. facilities and soft targets using these materials.
