About this opportunity

The Health Resources and Services Administration is soliciting applications to fund Regional Excellence for Access to Comprehensive Care for Hemophilia Networks (REACH Networks), a grant program under the Special Projects of Regional and National Significance (SPRANS) portfolio (CFDA 93.110), with no application deadline stated in this forecast.

Any domestic public or private entity, including Indian tribes and tribal organizations as defined at 25 U.S.C. 450b, is eligible to apply. Eligible applicants include state governments, county and city/township governments, special district governments, federally and non-federally recognized tribal governments and organizations, public and private higher education institutions, independent school districts, public or Indian housing authorities, 501(c)(3) and non-501(c)(3) nonprofits, small businesses, for-profit organizations, and other entities.

The program aims to improve access to coordinated evidence-based comprehensive care for individuals with hemophilia and other related bleeding and clotting disorders. Funded activities will expand access to comprehensive care, conduct quality improvement projects, train the workforce, provide ongoing education to Hemophilia Treatment Center staff, and improve best practices for comprehensive and collaborative care including lifespan transitions.

Competitive awards are made for up to 2 to 5 years, subject to fund availability. After initial awards, annual noncompetitive continuation awards may follow contingent upon submission of progress reports, fund availability, and determination that continued funding serves the federal government's interests. Final funding decisions are issued 4 to 6 months after application receipt. Evaluation criteria vary by specific program and will be detailed in the notice of funding opportunity. All qualified applications proceed to objective review, with the HRSA program official holding delegated authority issuing final selections via Notice of Award.
