About this opportunity
The Department of Labor's Bureau of International Labor Affairs is soliciting applications for a cooperative agreement to protect the American seafood supply chain by countering unfair labor practices and illegal, unreported, and unregulated (IUU) fishing, with applications due September 21, 2026. One award of approximately $11 million in total costs will be made, funding a single 36-month project (or shorter if proposed).
Eligible applicants include U.S. and non-U.S. commercial, nonprofit, educational, faith-based, community-based, and public international organizations. Applicants designated as terrorist-associated, debarred, or suspended are ineligible.
The project must target commercial distant-water fishing vessels and coordinate with Indonesia and the Philippines to combat forced labor, debt bondage, wage suppression, and unsafe working conditions. Applicants must demonstrate how activities contribute to increased American job and wage growth. Monitoring and evaluation budgets must represent 5–8 percent of total direct costs. Multi-country projects must allocate $75,000 for communications assets.
Applications comprise a technical proposal (maximum 50 double-spaced pages) and a cost proposal including SF-424 forms, detailed budget narratives, and country-specific budgets for Indonesia and the Philippines. Amendment One, posted August 27, 2026, clarifies that names and resumes for all proposed key personnel must be included as attachments to the technical proposal with no page limits or format requirements. Applicants selected for award must fill each key personnel position within 30 days of award notification.
Technical evaluation criteria total 100 points and cover literature review, project strategy and framework, project milestones and targets, monitoring and evaluation, work plan, organizational capacity and partner experience, key personnel (worth 5 points), management plan, and budget narratives. Award decisions are expected between September 30 and December 31, 2026.
All applicants must register with the System for Award Management, obtain a Unique Entity Identifier, and comply with 2 CFR 200. The program operates under CFDA 17.401, International Labor Programs.
