About this opportunity
The Centers for Disease Control and Prevention is soliciting applications for cooperative agreements to strengthen Ghana's public health system and build infectious disease surveillance, laboratory, and emergency response capacity, with an application deadline of October 2, 2026 at 11:59 p.m. Eastern Time.
Eligible applicants include state and local governments, nonprofit organizations (501(c)(3) and non-501(c)(3)), institutions of higher education (public and private), tribal governments and organizations, foreign entities, for-profit organizations, and small businesses. A local partner funding preference of 15 additional points is available for organizations meeting specific local partner definitions.
The CDC anticipates awarding 2 to 4 cooperative agreements totaling $8,000,000 in Year 1 funding. Projects span five 12-month budget periods across a five-year period of performance. Component funding ceilings are Component 1 ($2,000,000), Component 2 ($5,000,000), Component 3 ($5,000,000), and Component 4 ($10,000,000). Only Component 1 core activities are expected to be funded initially; Components 2, 3, and 4 are approved but unfunded pending future availability of funds. The expected award date is October 30, 2026, with notification of application status by end of October 2026.
Work must be conducted in Ghana. Required activities include enhancing diagnostic and genomic sequencing capacity, providing training on surveillance and laboratory systems, supporting emergency preparedness, and conducting assessments to monitor and improve health systems. The NOFO builds upon previously funded laboratory, surveillance, emergency response, and workforce development activities and expands to include surveillance and laboratory capacity strengthening in border districts and sequencing and bioinformatics.
Applicants must submit a 30-page project narrative addressing background and approach (40 points), evaluation and performance measurement plan (30 points), and organizational capacity (30 points). Applications must address all four components with separate budgets and work plans and must be submitted through Grants.gov. Required attachments include resumes, organizational charts, and financial capability statements. The CFDA number is 93.318.
Synopsis
