About this opportunity
The Department of State Bureau of Counterterrorism is announcing a cooperative agreement opportunity to strengthen Pakistan's law enforcement counterterrorism capabilities in Balochistan Province through technical assistance, critical infrastructure protection, and equipment provision. Applicants must demonstrate organizational capacity to build sustainable Pakistani law enforcement capabilities that reduce long-term U.S. taxpayer dependency while protecting American access to strategic critical minerals threatened by terrorist organizations including the Balochistan Liberation Army, ISIS-K, and Tehreek-e-Taliban Pakistan. The Department will evaluate proposals using the following weighted criteria: quality and feasibility of program idea (30 points), organizational capacity and previous grant record (20 points), program planning and ability to achieve outcomes (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). Required application materials include federal forms (SF-424, SF-424A, SF-424B), a 12-page proposal narrative with logic model, performance monitoring plan incorporating at least three Department of State-specified standard indicators, and supporting documentation including key personnel curricula vitae and partner letters of support. The application deadline is June 8, 2026 at 5:00 p.m. Washington, D.C. time, with a question submission deadline of April 23, 2026.
The single cooperative agreement award is valued at $5,821,410 for a 24-month performance period anticipated to commence September 30, 2026. Implementation will focus on specific locations within Balochistan Province to be determined following the selected implementer's assessment and recommendations to the Bureau of Counterterrorism. Eligible applicants include not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations; all applicants must maintain active Unique Entity Identifier and SAM.gov registration and may submit only one proposal per organization. Unsuccessful applicants will be notified by July 6, 2026. The Department has mandated substantial involvement throughout implementation, including review and approval of curricula, equipment lists, and personnel selection.
Synopsis
The Department of State's Bureau of Counterterrorism (CT) announces this funding opportunity to protect American economic and security interests by supporting Pakistan's law enforcement counterterrorism abilities in Balochistan Province. This program should deliver concrete returns for American taxpayers by safeguarding U.S. commercial access to critical minerals essential to technological advancement, defense manufacturing, and economic competitiveness. Balochistan Province contains significant deposits of critical minerals essential to American national security and economic prosperity. The 2025 National Security Strategy (NSS) emphasizes "economic security is fundamental to national security" and calls for securing "independent and reliable access to the goods we need to defend ourselves and preserve our way of life." Terrorist organizations operating in Balochistan, including the Balochistan Liberation Army (BLA), ISIS-K, and Tehreek-e-Taliban Pakistan (TTP), pose persistent threats to regional stability that directly threaten American access to these strategic resources. This program should be designed to reduce Pakistan's long-term dependency on U.S. taxpayer resources by building sustainable Pakistani law enforcement capabilities to independently identify, disrupt, and deter terrorist networks. Through protection of critical infrastructure technical assistance and potential complementary equipment provision, the program should enable Pakistan to assume greater responsibility for counterterrorism operations in Balochistan without ongoing U.S. support. All activities must emphasize Pakistani ownership, institutional capability, and graduation to self-sufficiency.
