About this file
This file is a Questions and Answers document for a federal grant opportunity titled "Protecting American Commercial Investments in Pakistan" (DFOP0017807), administered by the Department of State Counterterrorism (DoS CT) under Assistance Listing Number 19.071. The application deadline is June 8, 2026, at 5:00 PM (Washington, DC), with a question submission deadline of April 23, 2026. Questions should be directed to Cheyenne Arbogast at ArbogastC@state.gov.
The document addresses seven key clarifications regarding proposal submission requirements and program parameters. Font formatting guidelines permit 10-point Times New Roman for tables, graphics, and footnotes, with all other text requiring 12-point Times New Roman. Stipends are not required as part of the program budget. The logic model, table of contents, and performance monitoring plan are excluded from the 12-page proposal narrative count limit. Audit submission requirements differ by applicant type: Public International Organizations (PIOs) and newly incorporated organizations may request exemptions, while non-PIOs may be required to submit audit documentation only if selected for an award. The program emphasizes an integrated approach combining both critical infrastructure protection and broader counterterrorism operational capability. Applicants have flexibility in proposing necessary equipment, with responsibility for procurement, delivery, and import/export compliance. Geographic implementation will focus on specific locations within Balochistan Province, to be determined following the selected implementer's assessment and recommendations to CT.
