About this opportunity
The Department of Labor Employment and Training Administration is soliciting applications for Program Year 2026 Senior Community Service Employment Program (SCSEP) grants to state, territorial, and national grantees, with applications due June 20, 2026. A non-federal cost-sharing requirement of at least 10 percent of total project costs applies to all grantees.
Eligible applicants include state and territorial governments, and national nonprofit organizations. State and territorial grantees collectively receive authorization for 8,269 positions and $80,215,394 in funding; territories receive 300 positions and $2,895,848; national sponsors receive 29,263 positions and $283,797,847 combined, for a total of $380,321,305 available for program activities. The program year runs July 1, 2026 through June 30, 2027.
Administrative costs cannot exceed 13.5 percent of the grant award (up to 15 percent with prior approval). Grantees must spend a minimum of 75 percent of federal funds on participant wages and fringe benefits. Grantees must submit electronically signed SF-424 and SF-424A budget forms, detailed budget narratives, project narratives describing organizational structure and monitoring procedures, and copies of current Individual Durational Limit, Termination, and Grievance policies. Grantees may submit optional requests for Individual Durational Limit changes, Optional Additional Training and Supportive Services funding (up to 10 percent of grant funds), administrative cost increases, extended average project duration, on-the-job experience training, cross-border agreements, and rotation policies; optional requests must be submitted separately with substantive rationales demonstrating improved program management or better participant services.
