About this opportunity
The Department of State Bureau of Democracy, Human Rights and Labor invites applications for the Program to End Modern Slavery (PEMS), which funds evidence-based anti-trafficking interventions advancing U.S. national security, economic competitiveness, and transnational crime reduction, with a hard due date of January 1, 2099.
Eligible applicants include U.S.-based and foreign non-governmental organizations, international organizations, for-profit entities, and universities and institutions of higher learning. Foreign NGOs are eligible for awards.
The program operates under CFDA 19.019 (International Programs to Combat Human Trafficking) and uses the "3 Ps" strategy: preventing trafficking, protecting and assisting victims, and prosecuting traffickers. The TIP Office (Office to Monitor and Combat Trafficking in Persons) administers this as the only Department of State office focused solely on combatting human trafficking.
Award amounts and performance periods align with historical patterns under CFDA 19.019: recent cooperative agreements have ranged from $500,000 to $5,000,000 with performance periods of 24 to 54 months. Approximately $22 million in FY2024 funding was available through the most recent PEMS competition.
Place of performance is global, with projects operating across multiple geographic regions. Recent awards have supported programming in Malaysia, Laos, Cambodia, Paraguay, Peru, Turkmenistan, the Solomon Islands, the Federated States of Micronesia, Uruguay, and Indonesia, though the program welcomes applications for interventions addressing human trafficking in any geographic location. Priority focus areas included sex trafficking in Costa Rica and sex and labor trafficking in West Africa.
All selection criteria are set forth in the Notice of Funding Opportunity (NOFO), available on Grants.gov.
Synopsis
The TIP Office invites applications for the Program to End Modern Slavery (PEMS). PEMS programming establishes a strategic funding framework to develop, test, evaluate, and scale evidence-based anti-trafficking interventions that directly advance U.S. national security, economic competitiveness, and efforts to combat transnational crime.
