About this opportunity

The Department of State Bureau of Population, Refugees, and Migration (PRM) is seeking concept notes for humanitarian assistance activities in Afghanistan and Pakistan. PRM is interested in projects that support vulnerable groups, including persons with disabilities and female-headed households, and emphasize primary and secondary healthcare, economic empowerment, and protection against gender-based violence in Afghanistan. In Pakistan, PRM is prioritizing education, mental health integration, sustainable livelihoods, and protection for underserved populations. Concept notes must align with relevant regional response plans, include risk mitigation strategies, and demonstrate experience in carrying out assistance programs in Afghanistan, which may require negotiating with Taliban contacts. Eligible applicants are U.S. and overseas non-profit organizations, who can apply individually or as consortia of at least three members.

PRM anticipates selecting up to 3 awards each for Afghanistan (up to $9 million total) and Pakistan (up to $7.5 million total), with individual awards ranging from $1-3 million per year for Afghanistan and $1-2.5 million per year for Pakistan. The funding comes from the Overseas Refugee Assistance Program for South Asia (CFDA 19.523), and the period of performance for the awards will be up to 24 months. The concept note submission deadline is December 23, 2024.
