About this opportunity

The Federal Highway Administration is soliciting applications for the Prioritization Process Pilot Program (PPPP) Competitive Grant Program to fund the development and implementation of transparent, publicly accessible prioritization processes for transportation project ranking and selection, with applications due October 30, 2026 at 11:59 PM EST. The program awards up to $26 million total across Fiscal Years 2024, 2025, and 2026 via cost-reimbursable grants, with a maximum award of $2 million per applicant and 100 percent federal cost share.

Eligible applicants are metropolitan planning organizations (MPOs) serving census-delineated urban areas with populations exceeding 200,000 and state transportation departments. Each eligible applicant may submit only one application.

Applicants must address statutorily required uses under IIJA Sections 11204(c)(1)(A–D) and 11204(c)(2)(A–D), including developing priority objectives through public and state consultation, establishing evaluation criteria supporting planning factors and national performance measures, assessing and scoring strategies and projects, ensuring public comment opportunities, creating ranked project lists, and providing public explanations for selection decisions. Projects must integrate existing transportation programs and support improvements in safety, climate change and sustainability, equity, and economic strength and global competitiveness.

Applicants are evaluated on four merit criteria—Innovation, Economic Competitiveness, Reinvesting in the American Family, and Addressing Core Infrastructure—each rated as Highly Responsive, Responsive, or Non-Responsive. A Readiness Assessment evaluates technical capacity and financial completeness, yielding overall ratings of Highly Recommended, Recommended, or Not Recommended. Recipients must submit semi-annual progress reports, Federal Financial Reports (SF-425), and performance metrics. Award obligations are due September 30, 2027 for FY 2024 funds, September 30, 2028 for FY 2025 funds, and September 30, 2029 for FY 2026 funds, with anticipated project performance periods of one to four years. FHWA anticipates announcement of selections in March 2027. The assistance listing is CFDA 20.262.
