About this opportunity
The National Institutes of Health Common Fund, in partnership with other NIH Institutes and Centers, is soliciting applications for the PRIMED-AI Data-to-Model Academic-Industrial Partnerships program to develop AI-enabled clinical decision support tools that integrate clinical imaging with multimodal health data for precision medicine, with applications due by October 19, 2026.
Eligible applicants include higher education institutions (public and private), nonprofits (501(c)(3) and non-501(c)(3)), for-profit organizations, small businesses, state and local governments, tribal governments and organizations, and foreign organizations. All applications must include at least one academic institution and one for-profit industrial partner with proven commercialization capability. Non-domestic components of U.S. organizations and foreign components are allowed.
The program will fund approximately 6 to 8 UG3/UH3 cooperative agreements. Annual direct costs may not exceed $450,000 for the UG3 phase and $800,000 for the UH3 phase, with a maximum total project period of five years. The UG3 phase, lasting up to two years, focuses on data integration, harmonization, and initial pilot testing. The UH3 phase emphasizes model refinement, clinical validation, and FDA regulatory engagement.
All applicant organizations must complete SAM registration, obtain a Unique Entity Identifier, and register in eRA Commons prior to submission. Projects must demonstrate comprehensive access to clinical-grade imaging and multimodal datasets, propose novel AI architectures for data fusion, include detailed leadership and governance plans addressing intellectual property and publication policies, and submit required separate attachments for error mitigation strategies and data management plans. Applications must address five core pillars: data quality and governance, clinically grounded AI technology, pathway to implementation and adoption, integrated multidisciplinary teams, and error mitigation.
This opportunity is assigned to CFDA 93.310, Trans-NIH Research Support.
Synopsis
The overarching goal of this notice of funding opportunity (NOFO) and its companion opportunities is to establish the Precision Medicine with AI: Integrating Imaging with Multimodal Data (PRIMED-AI) Program to support development of innovative, reliable, cost-effective, and sustainable multimodal AI-based clinical decision support (CDS) tools. PRIMED-AI CDS tools are based on the integration of clinical imaging with other types of multimodal health data to enhance care for patients with a wide range of health conditions. The PRIMED-AI Program seeks to catalyze the adoption of AI-based CDS tools into clinical workflows to enable novel personalized medicine strategies that address significant health challenges. The purpose of this Notice of Funding Opportunity (NOFO) is to catalyze the development and testing of Artificial Intelligence (AI)-enabled, image-centered, multimodal Clinical Decision Support (CDS) tools, developed in pursuance as Software as a Medical Device (SaMD). These projects are expected to have high potential for demonstrable, positive impact on patient outcomes and/or healthcare processes.
Eligibility
Refer to Section III. Eligibility Information in the NOFO for additional information on eligibility.Foreign Organizations/International Collaborations:Non-domestic (non-U.S.) Entities (Foreign Organizations) are eligible to apply.Non-domestic (non-U.S.) components of U.S. Organizations are eligible to apply.Foreign components, as defined in the NIH Grants Policy Statement, are allowed.
