About this opportunity
The Centers for Disease Control and Prevention is soliciting cooperative agreement applications to strengthen global surveillance systems for accelerating outbreak detection, notification, and response, with applications due July 15, 2026 at 11:59 p.m. Eastern Time. Applicants must apply for all three funding components and conduct projects in at least one (preferably three or more) of the following regions: Central and South America, East Africa, Eastern Europe/Central Asia, the Middle East, South and Southeast Asia, Central and Southern Africa, and West Africa.
Eligible applicants include U.S. and foreign government entities, nonprofit organizations, institutions of higher education, and for-profit organizations without restriction. No cost share or match is required. Year 1 funding totals $3,000,000, with 1–2 awards anticipated. Component 1 (core activities) is capped at $1,500,000; Component 2 (rapid small-scale response) at $2,500,000; and Component 3 (rapid large-scale response) at $3,500,000. The cooperative agreement funds five 12-month budget periods over a five-year performance period, with project start date September 30, 2026 and award notification expected by end of August 2026.
Projects must address three strategic focus areas: strengthening early warning surveillance; developing or enhancing electronic tools and interoperable surveillance systems; and improving surveillance data use for public health action. Supporting activities include assessing existing surveillance systems, developing protocols and training materials, integrating surveillance data into actionable insights, supporting cross-sectoral One Health collaboration, and building local workforce capacity.
Applications must include a 60-page project narrative addressing background and approach (45 points), evaluation and performance measurement plan (25–30 points), and organizational capacity (25–30 points), plus supporting attachments including financial capability statements, experience statements, resumes, organizational charts, and implementation region statements. Post-award requirements include quarterly performance measure reporting, annual performance reports, bi-annual expenditure reporting, and annual federal financial reports. Applicants must register with SAM.gov and Grants.gov before applying and maintain active registrations throughout the award period. The program operates under CFDA 93.318.

Update #2 · Latest ·
Correction in the scoring table in the project narrative. Removed attachment requirements from standard work plan template and standard financial report template. Other minor modifications include changes to application due date and funding details. - Activities under this Notice of Funding Opportunity (NOFO) should focus on protecting and improving public health globally by: 1) strengthening public health surveillance systems; 2)improving the public health surveillance workforce; 3) improving the interface between public health disease surveillance and laboratory systems; 4) reinforcing emergency surveillance preparedness; 5) enhancing electronic disease surveillance platforms and systems; and 6)enhancing the use of surveillance data for public health action. This NOFO is intended to support global health security partners to develop or continue the implementation of surveillance activities that focus on protecting and improving public health globally through strategic planning, policy, strengthening surveillance capacities and systems through partnerships. These surveillance systems should build and improve regional and country capacities to detect, respond, control, and prevent infectious diseases and emerging threats; strengthen border health security; and mitigate public health events of international concern (PHEICs) or other global health issues. The implementing partner(s) will work closely with Ministries of Health, CDC country offices, and other stakeholders to assess existing surveillance systems, identify gaps, and propose solutions to enhance system performance. Activities will include the development and adaptation of protocols, training materials, and guidance documents, as well as the integration of surveillance data into actionable insights for decision-making. The partner will also support cross-sectoral collaboration to address One Health priorities, facilitate the use of innovative tools and technologies, and provide workforce development opportunities to build local capacity. This NOFO aligns with the broader mission of the DGHP to improve global health security by ensuring countries are equipped to prevent, detect, and respond to public health threats effectively. The implementing partner will play a critical role in advancing surveillance systems that contribute to timely interventions and evidence-based policy decisions, ultimately safeguarding public health at national and global levels.
