About this opportunity
The Department of Housing and Urban Development is forecasting a competitive grant competition under the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) to preserve long-term housing affordability and redevelop manufactured housing communities, with no application due date currently posted. This is a forecast announcement; the actual NOFO has not yet been released.
Eligible applicants include state governments, county governments, city and township governments, federally recognized tribal governments, resident-controlled manufactured housing communities, cooperatives, nonprofit entities including consortia, community development financial institutions (CDFIs), multi-jurisdictional entities, metropolitan planning organizations, and other entities approved by the Secretary that partner with residents or propose to implement resident-assistance programs. Individuals, foreign entities, and sole proprietorships are ineligible.
The program funds activities that preserve and revitalize manufactured housing communities or support redevelopment as replacement affordable housing primarily benefiting low- and moderate-income residents. Congress appropriated funds in FY2025 for this competitive grant round under title I of the Housing and Community Development Act of 1974.
All activities must align with HUD's Community Planning and Development Consolidated Plan and require environmental review. Recipients must expend funds within six years of the grant agreement date and retain records for four years after activity completion. The most recent PRICE competition (FR-6700-N-99, posted February 28, 2024) distributed $235 million across 17 awards ranging from $2.8 million to $38.1 million, with tribal set-asides of $11 million and $25 million reserved for a PRICE Replacement Pilot.
Assistance Listing: 14.024 (Community Development Block Grant – PRICE Competition).
