About this opportunity

The Port Infrastructure Development Program (PIDP) is a discretionary grant opportunity administered by the U.S. Department of Transportation's Maritime Administration to fund capital and planning projects that improve the safety, efficiency, or reliability of goods movement through ports and intermodal connections. Eligible applicants include states, local governments, counties, cities, townships, special district governments, federally recognized tribal governments, and multistate consortiums, as well as lead entities partnering with private entities. Projects must address improvements within port boundaries or directly related to port operations, including marine terminal equipment, highway and rail infrastructure, operational improvements, environmental mitigation measures, and seafood-related infrastructure. Evaluation criteria include achieving safety, efficiency, or reliability improvements; supporting economic vitality; leveraging federal funding; port resilience; supporting national multimodal freight goals; and project readiness, with large projects required to submit a benefit-cost analysis (exemptions apply to small projects at small ports). The application deadline is June 1, 2026, at 11:59:59 p.m. EDT, with submissions made through Grants.gov.

The FY 2026 program announces $488,628,000 in total available funding, comprising $450 million from the Infrastructure Investment and Jobs Act and $38,628,000 from the FY 2026 Appropriations Act, with the federal share capped at 80 percent of total project costs (higher federal shares permitted for rural areas and small projects at small ports limited to $11.25 million each). At least 25 percent of available funding ($122,157,000) must support small projects at small ports, no more than 25 percent of total funding may go to any single state, and no more than 10 percent may fund planning projects. Awards are administered on a reimbursement basis, with funds obligated by September 30, 2030, and expended within five years of obligation; recipients must comply with federal wage requirements, civil rights obligations, cybersecurity standards for digital infrastructure projects, and domestic preference requirements under the Build America, Buy America Act.
