About this opportunity
The U.S. Consumer Product Safety Commission is soliciting applications for the Pool Safely Grant Program under the Virginia Graeme Baker Pool and Spa Safety Act, with applications due July 13, 2026. The program provides $4.0 million in total funding across 5–10 anticipated awards ranging from $50,000 to $400,000 per applicant to support drowning prevention education and enforcement of pool and spa safety regulations. No cost share or matching funds are required.
Eligible applicants are the 50 states, District of Columbia, U.S. territories (Puerto Rico, U.S. Virgin Islands, Commonwealth of the Northern Mariana Islands, American Samoa, Guam, Federated States of Micronesia, Republic of the Marshall Islands, and Midway, Wake, Kingman Reef, Johnston, and Canal Zone islands), local governments (counties, municipalities, cities, towns, townships, school districts, and special districts), and Indian tribes (federally recognized and non-federally recognized). Applicants must demonstrate existing state or local laws that meet Virginia Graeme Baker Act requirements, including residential pool enclosure standards, drain specifications, and enforcement mechanisms. Non-profit organizations may not apply directly but may be contracted by eligible applicants to implement grant objectives.
Grant funds must allocate at least 25 percent to enforcement activities, including hiring and training enforcement personnel. Up to 75 percent may support education programs about pool and spa safety standards and child drowning prevention. Administrative costs are allowable within their respective categories. Funds cannot support pool or spa construction, alteration, renovation, equipment installation or repair, or costs outside the two-year project period ending September 20, 2028.
Review criteria are Introduction (10–15 points), Work Plan and Schedule (50 points), Resources and Capabilities (25 points), and Project Evaluation Plan (15 points). Applications scoring 70 or above demonstrating drowning incident rates exceeding national statistics receive funding preference. CFDA 87.002.
Synopsis
Under the Virginia Graeme Baker Pool and Spa Safety Act (VGB Act), the U.S. Consumer Product Safety Commission (CPSC) is accepting applications for the Pool Safely Grant Program (PSGP). This program aims to prevent drowning and drain entrapments of children in pools and spas by providing funding to state and local governments. The funding supports drowning prevention education and enforcement of pool safety regulations. CPSC will determine, in its sole discretion, whether an applicant has met the eligibility requirements under the VGB Act for a PSGP funding grant.
