About this opportunity

The Office on Violence Against Women is providing non-competing continuation funding of $3.6 million to the University of Southern Maine for the final 16-month budget period (September 1, 2026 to December 31, 2027) of a 60-month cooperative agreement under the OVW Research and Evaluation Program (CFDA 16.026), with a request-for-required-documents due date of August 20, 2026.

USM will continue data review, cleaning, and analysis from grantee performance reports; maintain a database supporting Congressional reporting requirements and OVW data requests; and provide training and technical assistance to OVW grantees on data collection and performance reporting. The recipient will complete a streamlined performance reporting tool for OVW grantees and launch and maintain a public dashboard summarizing performance reporting data.

This continuation represents the final budget period of an existing project. No new competitive applications are solicited through this request for required documents; the opportunity is limited to the incumbent institution.

Eligible applicant categories under the broader OVW Research and Evaluation Program include states (including territories), units of local government, federally recognized Indian tribal governments, nonprofit organizations (including tribal nonprofits), and institutions of higher education. Financial records, supporting documents, statistical records, and all records pertinent to the award must be retained for three years from the date of submission of the final expenditure report, or longer if litigation, claims, or audit findings are unresolved.

Synopsis

The purpose of this Request for Required Documents is for the Office on Violence Against Women (OVW) to provide the University of Southern Maine (USM) with continuation funding in the amount of $3.6 million for the final 16-month budget period of a 60-month project (September 1, 2026 to December 31, 2027). USM will continue to: review, clean, and analyze data collected from grantee performance reports; maintain that information in a database; work with OVW to fulfill Congressional reporting requirements and respond to data requests; provide training and technical assistance to grantees on collecting data to assess their own effectiveness and accurately completing their performance reports; and ensure OVW has timely information it requires for grant monitoring and oversight of federal funds. A significant piece of the remaining 16 months of this project will be completing the creation of a streamlined performance reporting tool for OVW grantees. Additionally, USM will facilitate the launch and maintenance of a public dashboard summarizing performance reporting data.
