About this opportunity
The Department of Education's Office of Special Education and Rehabilitative Services (OSERS) is seeking a cooperative agreement to establish a National Technical Assistance Center focused on improving states' capacity to collect, report, analyze, and use accurate Individuals with Disabilities Education Act (IDEA) Part B and Part C fiscal data. The primary objective is to enhance state data collection infrastructure, provide technical support, and ensure compliance with federal reporting requirements under IDEA sections 611(c)(1), 616(i), and 618. The center will be required to develop tools, offer virtual and on-site consultation, create sustainability plans, and implement cybersecurity measures for IDEA fiscal data systems. Performance will be evaluated based on the quality, relevance, and usefulness of technical assistance products and services, with grantees required to submit annual performance data. The application deadline is July 25, 2025, at 11:59:59 PM ET, with potential pre-application informational webinars to be posted by June 30, 2025.
The total program funding for fiscal year 2025 is $27,500,000, with the cooperative agreement providing up to $3.9 million in the first year and $4.2 million in subsequent years. The project period will span up to 60 months (5 years), with an estimated single award to be made. Eligible applicants include a wide range of organizations, such as state educational agencies, local educational agencies, institutions of higher education, public agencies, private nonprofit organizations, freely associated states, Indian Tribes, and for-profit organizations. The place of performance is not explicitly specified but will likely involve both virtual and on-site technical assistance across multiple states to support IDEA data collection and reporting efforts.

Purpose of Program: The purpose of the Technical Assistance on State Data Collection program is to improve the capacity of States to meet the Individuals with Disabilities Education Act (IDEA) data collection and reporting requirements. Funding for the program is authorized under section 611(c)(1) of IDEA, which gives the Secretary the authority to reserve not more than one-half of one percent of the amounts appropriated under Part B for each fiscal year to provide technical assistance (TA) activities authorized under section 616(i), where needed, to improve the capacity of States to meet the data collection and reporting requirements under Parts B and C of IDEA. The maximum amount the Secretary may reserve under this set-aside for fiscal year 2025 is $42,657,297, cumulatively adjusted by the rate of inflation. For fiscal year 2025 the Secretary plans to reserve $27,500,000. Section 616(i) of IDEA requires the Secretary to review the data collection and analysis capacity of States to ensure that data and information determined necessary for implementation of sections 616 and 642 of IDEA are collected, analyzed, and accurately reported to the Secretary. It also requires the Secretary to provide TA, where needed, to improve the capacity of States to meet the data collection requirements, which include the data collection and reporting requirements in sections 616 and 618 of IDEA. In addition, the Further Consolidated Appropriations Act, 2024, Public Law 118-47, gives the Secretary authority to use funds reserved under section 611(c) of IDEA to "administer and carry out other services and activities to improve data collection, coordination, quality, and use under Parts B and C of the IDEA." Further Consolidated Appropriations Act, 2024, Public Law 118-47, Division D, Title III, 138 Stat. 460, 685 (2024).
