About this opportunity

The Office of Juvenile Justice and Delinquency Prevention is seeking applicant states to submit three-year state plans for the Title II Formula Grants Program, with an application due date of May 27, 2026. This NOFO extends the opportunity to approved states that missed the original deadline.

Only state applicants are eligible. To receive funds, states must submit and secure OJJDP Administrator approval of a three-year state plan for carrying out formula grants program activities.

The program supports state planning, establishment, operation, coordination, and evaluation of projects—directly or through grants and contracts with public and private agencies—for education, training, research, prevention, diversion, treatment, and rehabilitation programs that improve juvenile justice systems. Funding may be deployed according to each state's approved plan and aligns with the core requirements of the Juvenile Justice and Delinquency Prevention Act (34 U.S.C. 11131-11133), including deinstitutionalization of status offenders, removal of juveniles charged as adults from adult facilities, separation of juveniles from adult inmates, removal of juveniles from adult jails and lockups, and identification and reduction of racial and ethnic disparities within juvenile justice systems.

Award amounts and periods vary by state under the statutory formula. The review procedure includes eligibility and responsiveness, merit, programmatic, budget, and risk reviews. Final award decisions are made by the Assistant Attorney General. Authorized Representatives must accept or decline awards within 45 days of notification. Executive Order 12372 intergovernmental review applies if the applicant state has designated a coordinating entity for federal financial assistance review.

The program is listed under CFDA 16.540 within the broader Juvenile Justice and Delinquency Prevention program.

Synopsis
