About this opportunity
The Office of Juvenile Justice and Delinquency Prevention (OJJDP), within the Department of Justice Office of Justice Programs, is seeking applications from local public and private non-profit agencies in Connecticut, Texas, and Wyoming to implement juvenile justice system improvement activities. Eligible applicants must develop and execute programs addressing the five core requirements of the Juvenile Justice and Delinquency Prevention Act: deinstitutionalization of status offenders (DSO), removal of juveniles charged as adults from adult facilities (JCA), separation of juveniles from adult inmates, removal of juveniles from adult jails and lockups (jail removal), and identification and reduction of racial and ethnic disparities (R/ED). Applications will be evaluated based on eligibility and responsiveness, merit, programmatic considerations, budget appropriateness, and organizational risk assessment, as detailed in the notice of funding opportunity. The proposal deadline is April 30, 2026, and applicants must submit applications through JustGrants, with the Authorized Representative required to accept or decline awards within 45 days of notification.
Award values will be determined based on formula allocations specific to each eligible state, with historical OJJDP formula grants ranging from approximately $30,000 to $4.1 million across typical three to four-year implementation periods. Performance locations are limited to the three nonparticipating states—Connecticut, Texas, and Wyoming—where local agencies will operate and coordinate their juvenile justice initiatives. Recipients must maintain comprehensive financial records and supporting documentation for three years from the final expenditure report submission and comply with all applicable federal audit requirements under 2 CFR Part 200.
Synopsis
This NOFO will make funding available to local public and private non-profit agencies within states that have chosen not to submit a state plan under the Title II Formula Grants program outlined in the Juvenile Justice and Delinquency Prevention Act (JJDPA). The funding must be used to carry out activities of the kinds described in the core requirements of the JJDPA: deinstitutionalization of status offenders ("DSO"), removal of juveniles charged as adults from adult facilities ("JCA"), separation of juveniles from adults inmates ("separation"), removal of juveniles from adult jails and lockups ("jail removal"), and identifying and reducing racial and ethnic disparities ("R/ED").
