About this opportunity

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is soliciting applications for FY 2026 Mentoring for Youth Impacted by Opioids and Other Substance Use grants, with SF-424 submission due November 16, 2026 and full application due November 23, 2026. The program offers up to $16.5 million across two categories: Category 1 (Local Project Sites) provides up to $650,000 per award for up to 10 anticipated awards, and Category 2 (Statewide and Regional) provides up to $2 million per award for up to 5 anticipated awards. No cost share is required.

Eligible applicants include 501(c)(3) and non-501(c)(3) nonprofits, state and local governments, county and city governments, tribal governments, school districts, and higher education institutions (public and private). National organizations must have active affiliates in at least 45 states. Applicants must have documented history of delivering structured mentoring services for at least three consecutive years immediately preceding application submission without service interruption. Organizations providing substance use treatment as their core mission are ineligible. The primary applicant must directly implement mentoring services.

Funded projects support mentoring for youth aged 17 and younger who are currently using or dependent on substances, at risk of substance use, or have close family members experiencing substance use or dependency. Services may include one-on-one, group, peer, or hybrid (in-person combined with virtual) models. Up to 20 percent of project funds may support non-mentoring direct services such as mental health treatment or substance use treatment. Mentors must be adults aged 18 or older; peer mentors may participate under adult supervision.

Applicants must establish formal partnerships with licensed and/or accredited public or private substance use treatment organizations through a Memorandum of Understanding. The 36-month award period begins January 1, 2027. Scoring weights project design and implementation at 35 percent, capabilities and competencies at 30 percent, project goals and objectives at 15 percent, budget at 15 percent, and need description at 5 percent. The program operates under CFDA 16.726 (Juvenile Mentoring Program). Food, entertainment, and incentive payments to youth are unallowable costs.
