The program offers up to $16.5 million in total funding with two distinct categories: Category 1 (Local Project Sites) providing up to $650,000 per award for 10 anticipated awards, and Category 2 (Statewide and Regional) providing up to $2 million per award for 5 anticipated awards. The 36-month award period begins January 1, 2027. Funding supports mentoring services (one-on-one, group, peer, or hybrid/virtual models) for youth 17 years or younger, along with family services and mentor training on recognizing substance use signs and symptoms. Up to 20 percent of funds may support non-mentoring direct services such as mental health treatment or substance use treatment. The application deadline consists of two phases: SF-424 submission on Grants.gov by November 16, 2026 at 11:59 p.m. ET, and full application submission in JustGrants by November 23, 2026 at 8:59 p.m. ET. Required application components include a Proposal Questionnaire (weighted at 55 percent of score across need, goals/objectives, project design/implementation, and capabilities), Budget (15 percent), Executive Summary Chart, Mentoring Program Profile, Mentoring Organizational History, and an executed or draft MOU with a substance use treatment partner. 1. BASIC INFORMATION

Purpose of the Funding

The Office of Justice Programs (OJP) is committed to advancing work that furthers the

U.S. Department of Justice’s (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. OJP provides federal leadership, funding, and other critical resources to directly support law enforcement, combat violent crime, protect American children, provide services to American crime victims, and address public safety challenges, including human trafficking and the opioid crisis.

This is a notice of funding opportunity (NOFO) for the OJJDP FY 2026 Mentoring for

Youth Impacted by Opioids and Other Substance Use program. This opportunity supports the implementation and delivery of high-quality mentoring services for youth who are currently using or dependent on substances, as well as youth at risk of substance use or who have close family members experiencing substance use or dependency. Mentoring services may include one-on-one, group, or peer mentoring—or a combination of these approaches or hybrid (traditional in-person combined with virtual mentoring).

Funding will support:

• Mentoring services to youth who are 17 years old or younger at the time of admission to the program. Mentors must be adults ages 18 or older—in cases where peer mentoring models are implemented, older peers may act as mentors under the supervision of an adult.

• Services targeting both impacted youth and their families.

• Training for mentors to recognize the signs and symptoms of substance use among individuals at risk of opioid and other substance use.

• Up to 20 percent of the total project funds for other non-mentoring direct services, such as mental health treatment, substance use treatment, or other supportive services identified and aligned with the project design.

There are two categories under this NOFO:

• Category 1: Local Project Sites. The focus of this category is to provide mentoring services as part of a prevention, treatment, recovery, and supportive approach for those youth directly impacted by substance use. Mentoring organizations under Category 1 must establish a formal relationship through a

Memorandum of Understanding with a public or private substance use treatment organization serving the targeted project site location that can demonstrate they are licensed and/or accredited prior to application submission.

U.S. Department of Justice | Office of Justice Programs | Office of Juvenile Justice and Delinquency Prevention | 4

• Category 2: Statewide and Regional. This category supports a broad-based approach to building mentoring program capacity in targeted regions throughout the country to help youth directly impacted by substance use.

o This category will support statewide or regional approaches to expanding mentoring services for youth in areas with demonstrated high levels of substance use. This may include:

▪ States or statewide organizations providing subgrants to mentoring organizations in particular regions.

▪ Federally recognized Tribes supporting mentoring programs.

▪ National mentoring organizations funding active chapters or subrecipients.

Mentoring organizations under Category 2 must establish formal relationships through a Memorandum of Understanding with public or private substance use treatment organizations that can demonstrate they serve the targeted project area and are licensed and/or accredited prior to application submission.

See the Eligible Applicants section for eligibility details.
