About this opportunity
The Department of the Interior's Office of Insular Affairs (OIA) is soliciting proposals for its Technical Assistance Program (TAP) 2025, seeking short-term projects to address immediate needs in U.S. territories and Freely Associated States. The program targets non-federal entities including local government agencies, utilities, hospitals, higher education institutions, and non-profit organizations in American Samoa, Guam, Northern Mariana Islands, U.S. Virgin Islands, Micronesia, Marshall Islands, and Palau. Priority focus areas include disaster planning and recovery, financial management, economic development, education, capacity building, information technology, energy production, natural resource protection, youth programs, health initiatives, and public safety. Applications will be evaluated based on project clarity, alignment with OIA priorities, budget reasonableness, project timeline, stakeholder support, and the applicant's prior performance and reporting compliance. The application deadline is August 15, 2025, with electronic submissions required through Grants.gov.
The TAP grants will distribute approximately $22.3 million across an estimated 70 awards, with individual grant ceilings of $400,000. The anticipated project start date is October 1, 2025, with a project end date of September 30, 2029. These grants are part of the Economic, Social, and Political Development of the Territories program (CFDA 15.875), which aims to support infrastructure, environmental conservation, and public services in U.S. territories and Freely Associated States. The program emphasizes flexibility in addressing urgent, immediate needs in insular areas, with a focus on strengthening institutional capabilities and improving quality of life.
