About this opportunity

The Office of Insular Affairs (OIA) within the Department of the Interior is soliciting proposals through the Maintenance Assistance Program (MAP) 2026 to fund infrastructure maintenance practices, repairs, and related institutional improvements in U.S. territories and freely associated states. Eligible applicants include non-federal local government entities, hospitals, health centers, institutions of higher education, and non-profit organizations, with judicial and legislative branches of local governments explicitly ineligible. Funded activities may include training, professional certifications, specialized equipment and tools, maintenance-related systems and programs, and essential repairs, while new construction, existing employee salaries, routine operating expenses, and personnel transport vehicles are prohibited. Merit review will evaluate applications on eight criteria: project narrative clarity and measurable outcomes (20 points), budget reasonableness (20 points), reporting compliance (15 points), alignment with Administration and Congressional priorities (15 points), audit timeliness or financial capacity (10 points), prior OIA grantee performance (10 points), stakeholder support (5 points), and active exclusions status (5 points). The application deadline is June 8, 2026, at 11:59 PM Eastern Time, with submission required through Grants.gov by applicants who have registered in SAM.gov to obtain a Unique Entity Identifier.

The total estimated funding available is $4,375,000, with approximately 20 awards anticipated; applicants may request any amount, though larger proposals carry higher risk of non-funding due to limited resources, and cost sharing is not required. The project performance period runs for four years from October 1, 2026, through September 30, 2030, with final funding decisions expected by September 30, 2026. Performance locations are limited to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. All infrastructure projects must comply with Buy America preferences under 2 CFR Part 184, and recipients must submit semi-annual Performance Progress Reports and Federal Financial Reports within 30 days of each reporting period.
