About this opportunity
The Department of the Interior's Office of Insular Affairs seeks grant proposals to protect coral reefs and natural resources in insular areas through projects addressing food security, shoreline protection, economic support, native species restoration, and invasive species management. Eligible applicants include non-federal entities, local governments, hospitals, health centers, institutions of higher education, and non-profit organizations located in U.S. territories and freely associated states. Projects must demonstrate clear goals with measurable performance metrics, NEPA compliance considerations, and alignment with Administration priorities regarding economic growth and national security. Merit review will evaluate proposals on eight criteria: project clarity and measurable outcomes (20 points), budget reasonableness (20 points), reporting compliance history (15 points), alignment with program priorities (15 points), audit timeliness or financial capacity (10 points), prior OIA grantee performance (10 points), stakeholder support (5 points), and SAM.gov exclusion status (5 points). The application deadline is June 8, 2026 at 11:59 PM ET, with submissions required through Grants.gov using standard federal forms (SF-424, SF-424A/C) and a narrative not exceeding 10 pages.
The program offers $2,800,000 in total estimated funding across approximately 10 awards with no cost-sharing requirement; applicants may request any funding amount, though larger applications carry higher risk of non-funding due to limited resources. The anticipated project period extends four years from October 1, 2026 through September 30, 2030, with final funding decisions expected by September 30, 2026. Eligible performance locations are limited to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, the U.S. Virgin Islands, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Recipients must maintain compliance with 2 CFR 200 requirements and submit semi-annual Performance Progress Reports and Federal Financial Reports within 30 days of reporting periods.
